He was pointing to the neighbor who had moved into our building in Raleigh, North Carolina, three months ago. On her first evening in the apartment, I brought her dinner on dishes that belong to the owner of our furnished apartment. In Ramallah, when neighbors or friends bring food, you\u2019re expected to return the plates filled with something else \u2013 fruit, sweets, anything to avoid returning an empty plate, a custom that filled me with dread each time someone brought us food on a large plate. We didn\u2019t expect that during our stay in the United States, but I thought the neighbor would return the dishes. Each time we see her rushing from the parking lot to her apartment, her head is tucked down, and she avoids eye contact. And still, Osama keeps pressing me to ask for the plates back.<\/p>\n<p dir=\"ltr\" style=\"text-align: left;\">I rushed downstairs and inserted a key into our mailbox. As she passed by, I greeted her and inquired into the fate of the plates.<\/p>\n<p dir=\"ltr\" style=\"text-align: left;\">\u201cOh, yeah, I didn\u2019t know when I would see you, so I washed them and put them into the cupboard,\u201d she said.<\/p>\n<p dir=\"ltr\" style=\"text-align: left;\">\u201cOh, OK, so, um, when you get a chance \u2026\u201d I said.<\/p>\n<p dir=\"ltr\" style=\"text-align: left;\">\u201cOK,\u201d she said, and entered her apartment without bringing me the plates.<\/p>\n<p dir=\"ltr\" style=\"text-align: left;\"><strong>There Are Children Living Here<\/strong><\/p>\n<p dir=\"ltr\" style=\"text-align: left;\">I went upstairs and reported my failure to Osama.<\/p>\n<p dir=\"ltr\" style=\"text-align: left;\">\u201cWhy didn\u2019t you go with her to her apartment and bring them?\u201d Osama asked.<\/p>\n<p dir=\"ltr\" style=\"text-align: left;\">\u201cYou\u2019re a real hero, hiding at home and sending me out to deal with her!\u201d<\/p>\n<p dir=\"ltr\" style=\"text-align: left;\">\u201cNever mind,\u201d he said. \u201cWe\u2019ll buy John new plates. We don\u2019t need to give him another reason to kick us out of here.\u201d<\/p>\n<p dir=\"ltr\" style=\"text-align: left;\">\u201cWhy does John want to kick us out?\u201d Forat asked.<\/p>\n<p dir=\"ltr\" style=\"text-align: left;\">John, a pleasant and polite man who speaks with a charming Southern accent, is our landlord. Every once in a while, he forwards us letters he gets from the condominium complex\u2019s homeowners association, threatening him with sanctions because of allegedly noxious noise and vibrations emanating from our apartment: a girl furiously slamming the door, a boy running in play, or both children competing to see if they can jump from the couch to the easy chair without landing on the carpet. Forat and Adam are the only children living in the complex, and our neighbors are not particularly happy about it.<\/p>\n<p dir=\"ltr\" style=\"text-align: left;\">After the last letter to John, I waited until our neighbor from the apartment next door, who is also president of the homeowners\u2019 association, arrived home. He had never spoken to us \u2013 never welcomed us when we arrived and never complained to us about noise \u2013 but our landlord hinted that he was the one behind the letters.<\/p>\n<p dir=\"ltr\" style=\"text-align: left;\">I approached him in the parking lot, apologized for the disturbance and requested that, going forward, he raise issues with us directly.<\/p>\n<p dir=\"ltr\" style=\"text-align: left;\">\u201cThe cans in my pantry fell from the shelves due to the vibrations in your apartment,\u201d he replied. Three and a half-year old Adam joined me, hiding behind my legs and looking up at the neighbor, a tall, 30-something single man.<\/p>\n<p dir=\"ltr\" style=\"text-align: left;\">\u201cMy son weighs 35 pounds,\u201d I said. \u201cThe soundproofing in the building is terrible. I\u2019m trying to teach my kids to be considerate, but I\u2019m asking you to be considerate of us, too. There\u2019s a pandemic. They\u2019re home a lot.\u201d<\/p>\n<p dir=\"ltr\" style=\"text-align: left;\">\u201cEveryone needs to follow the rules,\u201d he said.<\/p>\n<p dir=\"ltr\" style=\"text-align: left;\">\u201cCorrect,\u201d I replied, and in advance of this conversation, I had reviewed the homeowners\u2019 association rules as well as state law. \u201cAnd the rules establish quiet hours after 11 pm. My kids are in bed by 8:30 pm. On the other hand, threatening us because of reasonable noise that children make could be viewed as discrimination based on family status, in violation of North Carolina housing law.\u201d<\/p>\n<p dir=\"ltr\" style=\"text-align: left;\">Since that conversation, the threatening letters to our landlord stopped, but we still didn\u2019t feel particularly welcome. When a new neighbor, a sixty-something woman with a dog that she carries in her arms most of the time, moved into the apartment below us, I greeted her with cups of ice water and home-made muffins and tried to initiate a conversation about the noise issue, again at Osama\u2019s instigation. She was too busy at the time to talk, but a week later, as Adam ran barefoot in our living room, she banged on her ceiling and our floor, apparently using a broom. I think it was a model of broom popular among flying witches. I went downstairs to talk to her, but she wouldn\u2019t open the door, and when I later met her by chance in the parking lot, she refused to talk to me and said she would \u201csolve the problem on my own.\u201d Since then, we don\u2019t let the children near her or her dog.<\/p>\n<p dir=\"ltr\" style=\"text-align: left;\"><strong>Holiday Exclusion<\/strong><\/p>\n<p dir=\"ltr\" style=\"text-align: left;\">Our study of the condominium association rules gave us another reason to feel unwelcome: Our building doesn\u2019t allow hanging objects from balconies, except for \u201ctasteful\u201d decorations during the \u201choliday season\u201d only, defined as the month of December.<\/p>\n<p dir=\"ltr\" style=\"text-align: left;\">Forat asked again why John would want to evict us from the apartment, and I realized that she was sort of hoping he would, because she\u2019 ready to go back to our home in the Ramallah area. I told her we would need to work harder to make it happen.<\/p>\n<p dir=\"ltr\" style=\"text-align: left;\">\u201cLet\u2019s make Jewish new year decorations,\u201d I told her. This year, we will celebrate without my family in Tel Aviv, but, for a change, with Osama, who <span style=\"text-decoration: underline;\"><a href=\"https:\/\/www.ummforat.com\/en\/israeli-jewish-and-raising-my-kids-in-ramallah\/\">doesn\u2019t need a permit<\/a><\/span> from the Israeli military in order to join our holiday meal in Raleigh. \u201cWe\u2019ll draw ram\u2019s horns and honey cakes and hang them on the balcony,\u201d I suggested to Forat.<\/p>\n<p dir=\"ltr\" style=\"text-align: left;\">\u201cYes!\u201d<\/p>\n<p dir=\"ltr\" style=\"text-align: left;\">\u201cAre you serious?\u201d Osama asked. \u201cThey really will kick us out of here.\u201d<\/p>\n<p dir=\"ltr\" style=\"text-align: left;\">\u201cIf that\u2019s the case,\u201d I told him, \u201cwe\u2019ll add Ramadan lanterns.\u201d<\/p>\n<p dir=\"ltr\" style=\"text-align: left;\">\u201cNo,\u201d Osama said. \u201cWe\u2019ll start with the ram\u2019s horn. When they send letters to John, tell them the Jewish people have been persecuted for thousands of years, and that their condo association rules are anti-Semitic and in violation of the North Carolina state constitution.
